Title IX • Sexual Misconduct • Power-Based Violence

Â鶹¹û¶³´«Ã½ does not discriminate, or tolerate discrimination, against any member of its community on the basis of sex (including pregnancy, sexual orientation, or gender identity) in matters of admissions, employment, or in any aspect of the educational programs or activities it offers. As a recipient of federal financial assistance for education activities, Â鶹¹û¶³´«Ã½ is required by Title IX of the Education Amendments of 1972 to ensure that all of its education programs and activities do not discriminate on the basis of sex.

Sexual harassment, sexual assault, dating and domestic violence, and stalking are forms of sex discrimination, which are prohibited under Title IX. Furthermore, Â鶹¹û¶³´«Ã½â€™s Sexual Misconduct and Power Based Violence Policy prohibits all types of sexual misconduct, including sexual exploitation and power-based violence. This policy also prohibits retaliation against any person opposing sex discrimination, sexual misconduct and power-based violence or participating in any sex discrimination, sexual misconduct and power-based violence investigation or complaint process internally or externally.

Reports of Sexual Discrimination, Sexual Misconduct/Power-Based Violence or Retaliation

Reports of sex discrimination, sexual misconduct and power-based violence as well as questions regarding Title IX and concerns about non-compliance should be directed to the Title IX Coordinator. Reports may be submitted in person, by phone, in writing, electronically, or anonymously and may be submitted by complainants, third parties or bystanders to the Title IX Coordinator.

Any person may submit a report of sex discrimination, sexual misconduct, sexual harassment, sexual assault, sexual exploitation, dating violence, domestic violence, stalking (on the basis of sex), power-based violence and retaliation 24 hours a day by completing Â鶹¹û¶³´«Ã½'s on-line form at the link below. Reports can be made anonymously.

Amnesty Policy

Individuals who participate in the reporting/investigation process, whether as the complainant or as a witness, are expected to provide truthful information in accordance with the University's Standards of Conduct. It is the policy of the University to provide amnesty for any student who reports in good faith, sexual misconduct/power-based violence. Immunity will not apply to an individual who perpetrates or assists in the perpetration of sexual misconduct/power-based violence. The University shall not sanction the student for a nonviolent student conduct violation, such as underage drinking, that is revealed in the course of such a report.

University Police Department and Campus Safety

If an incident or situation is criminal in nature, immediately contact University PoliceÌýDepartment. Possible threats to campus safety should also be reported to the University Police Department immediately.

The University Police Department is located at Filhiol Hall, 3811 DeSiard Street, and can be reached by phone at 318-342-5350 or 911 for emergencies.

The University Police Department publishes Power-Based Violence Crime Statistics Reports that contain updated campus crime statistics to meet the requirements of ACT 447 of the 2021 Regular Legislative Session of the Louisiana

Legislature and the BOR Uniform Policy on Power-Based Violence/Sexual Misconduct.

In addition, the University Police Department publishes Annual Security & Fire Reports, the most recent is the 2022 Annual Security and Fire Report that contains updated campus crime statistics and security policies.

Â鶹¹û¶³´«Ã½ has adopted policies and procedures to be in compliance with the federal and state requirements related to Title IX, the Violence Against Women Act (VAWA) and the Campus Sexual Violence Elimination (SAVE) Act.

Memorandum of Understanding (MOU) with Law Enforcement

Â鶹¹û¶³´«Ã½ has a written memorandum of understanding (MOU) with the Ouachita Parish District Attorney’s Office, the Monroe Police Department, the West Monroe Police Department, the Sterlington Police Department, the Richwood Police Department, the Ouachita Parish Sheriff’s Office, and Louisiana Delta Community College (LDCC). This working agreement is recognized as a cooperative, collaborative commitment between the all the parties, to delineate responsibilities and share information, in accordance with applicable state and federal confidentiality laws, including by not limited to trends regarding power-based violence committed by or against students of an institution.

With signature to this MOU by all parties, representatives are demonstrating a commitment to the requirements of La R.S 17:3399.14

Chancellor’s Report

The University publishes a Chancellor’s Report regarding the formal complaints of sexual misconduct/power-based violence received by the University as well as training completion statistics of the University’s responsible employees. This report is published to meet the administrative reporting requirements of ACT 447 of the 2021 Regular Legislative Session of the Louisiana Legislature and the BOR Uniform Policy on Power-Based Violence/Sexual Misconduct.
